AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator
AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the stances of these political entities, the report pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
Netherlands citizens vote on October 29 in an election that will be keenly observed around Europe for the showing of the PVV.
The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.
Inadvertent Prejudice Attributed to Chatbot Functioning
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
